Sorry to be hard-headed, but please, tell me how could 100% legal companies make and freely distribute zoo videos, if even the sexual act were illegal? I am not talking about under the counter sells or black markets, I am talking about bookshops where you can find zoo category on the shelves as a separate category.

Japan is not the US or UK. Regulations related to sex are very different from those of Anglo-Saxon countries:
- Oral sex, anal sex, threesomes, making porn etc are legal.
- BDSM is legal.
- Prostitution is very narrowly defined, only vaginal intercourse is illegal, so having anal or oral sex for money is 100% OK (from legal point of view).
- Age of consent is very low, only local regulations elevate it to some 16-18 years (depending on the place).
Japan is not a country where thousands of legislators and policemen sweat to figure out what you do with your wiener, if it is consensual.

Well unfortunately I can't provide any more insight as to whether the activity is legal or not. Just because there are videos of it, does not necessarily make it legal. It just means that buy, selling or watching videos of it is not illegal. While the act itself maybe illegal, if you see what I mean. Some may counter that the performers could then be prosecuted, but then again as long as a video doesn't state that the actual performing of the act took place in a location where it was illegal; prosecution then becomes very difficult. My general feeling on this overall though is that bestiality is probably legal at least in certain parts of japan. I say this because I have read interviews by the major producers and directors of the genre of material, and those interviews were in well known legal AV fan and industry magazines. If the producers and directors are openly giving their names and where and what they do, it would seem likely they have no fear of prosecution. Thereby imply that at least some places in japan, animal loving is legal.
