Since I lived in Japan for a short time I know a little. I do know that homosexuality is no longer a criminal offence there, however being a homosexual there is a very shamefully thing. You can buy all sorts of porn over there yet, any genital shots are blurred out or has a big black spot there. People are stacked one upon each other there in these tiny little apartments and its super expensive to live there, so this makes pet ownership (unless you consider goldfish) a very difficult thing. Horse ownership and riding in gerneral is reserved for the outlandishly wealthy. So, i couldn't even begian to think that beasty boffing is nearly as common as in Western societies. Other than that I never asked if besitality is legal or not there, I doubt it is.

In Japan things work a tad different way: if someone does something that pisses the police off, generally they make a raid, things shut down then the lawyers (if any involved) can talk about if there is anything wrong happened. If a production company tries to make e.g. uncensored videos, or even manga, or a swinger club is too open and explicit about their activity, generally someones ass is kicked. Check the news, if you dont believe it.

The point is that while discreetly you may do illegal things, if you go with it to the public no lawyers talking about the free speech or whatever will protect your ass. The porn industry is highly regulated, and you cannot find illegal porn videos on shelves.

Just a remark:
I think only Christan (Anglo-Saxon ?) countries has an unhealthy obsession to codify sexual life of the citizens. I am pretty sure that beastiality is de juve legal in e.g. Estern-European countries.

As stated before Japan is a country that is very open sexually and don't seem to be as modest/ashamed as Americans so its not suprising if bestiality were legal.
