Furst post this kind of question in the HOW TO section. Second, too small is relative. How big is your penis? Is she intact, or has she been spayed? If she has been spayed, was she spayed as a puppy? If she is intact, was she in heat when you tried? Is she a virgin to any sexual activity? Without those basic questions answered we can't help you. Have you also read thru the FAQ about sex with a bitch dog?
