I think your answers lie in numerous previous posts on this forum. In a nutshell, Dogs tie to ensure their semen is the only semen to impregnate the bitch; it gives his jizz time to go where it needs to before the next in line has his turn. As for tieing with people, an anal tie happens because of the sphincter muscle being able to contract around the knot, but a vagina doesn't have one to hold the knot in.

Pretty much the basic question has been mostly answered, but I'll pipe in too. Female dogs have a vaginal sphincter/ring muscles that's designed to clamp down behind a male dog's knot, thereby trapping him inside. As to what purpose this is supposed to serve, is not entirely clear. There are very many scientific opinions on the matter with no solid agreement on a single reason for it. So I won't get into, what is at best a speculative argument.

The reason dogs don't form a true tie in a human vagina is simple. Human females simple lack that vaginal sphincter muscle to lock a dog knot inside, plain and simple. However, this does not mean a male dog cannot for a 'pseudo-tie' in a woman, they quite frequently do. This can be a result of simple friction/suction forces between a tight vaginal wall and a large knot/and penis shaft; or even the result of a very large knot forming beyond the lip of a woman pelvic shelf. Either way can have the same relative effect of holding a male dogs penis inside until his erection subsides. However this is still not a true tie.

A true tie can be formed with a human when the male dog has anal sex with them. In that case the anal sphincter muscle has an almost identical quality in the way it closes down behind and traps the the dogs knot inside.
