I am assuming you mean the horse does this when you are trying to have sex/masturbate it. If that is the case I highly doubt drugs to pacify the animal is the answer..... I am sure there are posts about building a relationship with your horse so it doesn't panic, you may be moving to fast and it doesnt trust you enough.

Ha, thx marecumare, it was to early for me to get worked up at this Honestly, I wonder why there are so many people asking questions like this... it is like they want to do this on a whim giving no thought to what they are doing and then wonder why they are having problems. I mean come on, can they not see the animal for more then their genitals... It is one thing (and not necessarily right either) to give into lust by fence hopping, letting your neighbor's dog screw you, etc, but if the animal isn't willing and you are wanting force yourself on the animal and/or drug it to make it willing/passive then that is most definately not acceptable in my book... you need to distance yourself and most likely need medical help. /rant

Yep, if the horse doesn't like it, then it's a bad situation. The more anxious the animal becomes, the more likely it is that you (or maybe both of you) will be hurt. Drugs won't fix this, you need to establish a rapport. If this horse doesn't want that, then desist. Some horses are like that, they just don't want company.
